Homeless not only ones contributing to Portland’s trash problem

Portland has a big trash problem. You see it on the streets, along the interstates, and scattered in parks. So, who’s tossing all of it? It’s easy to point the finger at homeless people, but the answer isn’t so simple.

Al Held lives in a camper, just off 33rd Avenue in Northeast Portland. His is one of the tidier spots. In front of him and behind him, there’s litter as far as the eye can see. Some of it was dumped there just hours before we met him.
