False Promises: 75% of unsheltered Portlanders contacted by a housing worker never heard back

While many Portlanders believe most people living unhoused in the city do so by choice, the survey results indicate that is not the case. Instead, results suggest, most of them want to be housed. But the way local governments and non-profits deploy housing outreach workers is not effective at getting them off the streets, the results indicated.
